Moscow’s top negotiator voices remarks on recent discussions with Ukraine
Medinsky stated that Russia has offered to return the bodies of 3,000 more fallen Ukrainian soldiers, with the handover to be coordinated through the Red Cross once Ukraine confirms it is prepared to receive them. Additionally, Russia has proposed a new prisoner exchange involving at least 1,200 POWs from each side.
Moscow also suggested implementing ceasefires of 24 or 48 hours to facilitate the evacuation of wounded soldiers and the retrieval of bodies from battle zones.
Medinsky revealed that Russia invited Ukraine to form three online working groups focusing on political, humanitarian, and military topics to continue dialogue. Ukraine has agreed to consider this proposal.
On the issue of Ukrainian children, Medinsky said Russia has reviewed the full list of 339 names provided by Kyiv. Some children have already been returned, while others were never in Russian-held areas. Since the conflict escalated in 2022, Moscow has evacuated children from combat zones for their safety and is working to reunite them with their families. “Children are sacred to us,” he emphasized.
Although the delegations exchanged positions as outlined in their memorandums, significant disagreements remain on key issues. Medinsky confirmed that talks will continue and expressed hope for a fourth round.
Regarding a potential meeting between Russian President Vladimir Putin and Ukrainian President Volodymyr Zelensky, Medinsky said it is too soon to discuss. Such a meeting would only occur after a finalized peace agreement and would serve to formalize the deal, not negotiate terms, he added.
